Packaging Legislation

Currently, there is no US federal legislation that requires stewardship of beverage containers or bottles. There have been attempts, but no success, in passing federal container deposit legislation. HB 3145 was signed into law by the Governor Kitzhaber on June 9, 2011. The bill expands the scope of containers to all beverages, including beer, soft drinks, water, juice and sports drinks and requires a nickel deposit per container. The expansion would go into effect in 2018 or when redemption centers collect 60 percent of currently-covered items, whichever occurs first.
